All games developed with the publisher's resources (money, support studios, tools, etc.) are first-party. At the time I probably spent more time on GameCube first party more than Sony's (at least from my memory) but at the end of the PS2/start of PS3 I spent a lot of time going back into the first party catalogue of PS2 and it was without a doubt deeper and of as good quality.
